The TL linehaul index also rose 0.6% from December, marking five consecutive months of growth, though winter storms temporarily pushed spot rates higher. A full recovery may take time, with the index down 5.2% compared to January 2023.

Cass forecasts a 10% YoY decline in February shipments, though weather may soften the impact. Freight expenditures dropped 4.2% YoY, with a 4.3% YoY rate increase noted. The outlook for 2025 suggests modest rate growth.
